The Institute of Planning and Development of the Capital City of Prague has announced that an amended draft of the new spatial plan of the Capital City of Prague – the so-called Metropolitan Plan – will be published on October 20, 2025 .
The metropolitan plan will replace the existing zoning plan and will set binding conditions for land use, such as the possible use of land or the height of buildings. The metropolitan plan will thus significantly affect owners of land and buildings in the capital city and all citizens of the metropolis.
The draft Metropolitan Plan was already under discussion in 2022. Based on some of the more than 18,000 comments that the capital city municipality received at that time, the draft Metropolitan Plan was modified. We will find out what fundamental changes have been made on October 20th.
After the publication of the revised proposal , two repeated public hearings will take place in November . Their dates are set for Wednesdays, November 19 and 26, 2025.
Objections and comments can be raised against the Metropolitan Plan, which must be addressed by the relevant authorities.
Objections and comments may only be directed against those parts of the Metropolitan Plan that have been changed since the 2022 draft.
Objections and comments must be submitted within the statutory deadline, which will run from the date of the public hearing, otherwise they will not be taken into account.
Timely submission of comments and objections is important for further legal steps.
Anyone whose rights have been curtailed or harmed by the Metropolitan Plan may file a motion with the court to have it annulled. However,
